Sand is cheaper than other chemicals so that means less taxes for the people in the area. Sand is not as harmful to the environment and vegetation close by as other chemicals can be. The clean up after the storm is unfavorable to the public though, because mounds of sand are on the sides of the road and on the grass in front of houses, and this kills the lawn if left for too long.
